The declaration of value would need to be submitted to the Consulate General of Italy with your Australian tertiary qualifications. Before applying for a Declaration of Value, please confirm with the document recipient their requirements so you do not waste cost and time. To obtain the Declaration of Value you need to obtain the academic transcript or university testamur confirming the minimum duration of the course from your educational institution, you will then need to notarise those documents before obtaining an apostille stamp from the Department of Foreign Affairs and Trade (DFAT). The documents need to be translated into Italian by an accredited NAATI translator and then submitted to the Consulate General of Italy in Melbourne with your supporting information.
